New F-gas Regulation Imposes Requirements on Future Milk Cooling Tanks

On 11 March 2024, the new F-Gas Regulation (EU/2024/573) was adopted by the EU with the aim of gradually phasing out fluorinated greenhouse gases (F-gases). These gases account for 2.5% of the EU’s total greenhouse gas emissions and are used in refrigeration systems essential for milk production. The regulation introduces significant changes affecting both new and existing milk cooling tanks.

New rules will enter into force from 2025

As of January 1, 2025, new restrictions will be introduced that will impose requirements on future investments in milk cooling tanks. The main rules of the regulation are:

  • January 1, 2025: It will be prohibited to install milk cooling tanks with refrigerant having a GWP (Global Warming Potential) above 150, if the refrigeration unit is pre-filled and directly connected to the cooling tank at the time of delivery.
  • January 1, 2027: The ban is extended to chillers with GWP above 150 and a capacity up to 12 kW in indirect cooling systems.
  • January 1, 2030: Separate chillers assembled and connected to milk cooling tanks at the installation site are prohibited if they have a GWP above 150.

 

Relocation of used milk cooling tanks is also covered by the ban, as it is considered as a new installation.

Reduced availability and higher costs of F-gases

The regulation also tightens production and import quotas for F-gases, gradually reducing their availability on the market. The first major quota reduction will take place in 2027, which may lead to increased costs for F-gases and affect the reliability of older refrigeration systems.

Dairy farmers using older cooling tanks should carefully consider the impact of the new rules on future investments. From 2027, relying on older systems using banned refrigerants could be costly and risky.
